Organisation
The National Academy of the Arts in Oslo is the coordinating partner in the network. The University of Art and Design in Helsinki has been the coordinating partner, but from 2008 the Oslo school has taken over. The exchange has been smooth, while hickups in arrivals of funds etc. have slowed activities in the beginning.
Cirrus has a leader and a main coordinator, but there is a proposal to set up a steering board of 3, for major decisions.

 Cirrus runs two formal meetings every year, for the rectors of the institutions and for the coordinators. Recently these have been made to happen simultaneously in the same location to generate better contact and communication between the partners. Cirrus also runs regular meetings for development of specific activities.
